1. El futuro de la Universidad pública pasa por la desobediencia #Desobeïm17A

El 17 de abril se realizaron acciones directas en distintos campus universitarios. Mientras se realizaban protestas en el Campus Nord de UPC (Universitat Politècnica de Catalunya), los estudiantes de UB (Universitat de Barcelona) bloquearon las escaleras y las puertas de acceso al  rectorado imposibilitando la realización del Consejo del Gobierno que tenía intención de aprobar recortes que iban a suponer el despido de personal y reducción de factultades y departamentos. Por la tarde en la UPF (Universitat Pompeu Fabra) los estudiantes protestaron contra la visita del ex Ministro de Exteriores Miguel Angel Moratinos lo que conllevó un gran despliegue de Mossos d’Esquadra en la facultad de Vila Olimpica con varios momentos de tensión. En la UAB (Universidad Autonoma de Barcelona) que se encuentra a una hora y media del centro de la ciudad el rectorado fue indefinidamente ocupado por los estudiantes. Dos días mas tarde se les unieron miembros de PAS y PDI

Todas estas protestas se convocaron por una razón:

Las universidades han estado luchando durante mucho tiempo contra el trabajo precario y la mercantilización del conocimiento (Ver NL # 41,1). Más de 350 trabajadores (profesores interinos, miembros de administración y servicio) serán despedidos sólo en la UPC. Sin embargo, hay esperanza: la presión de los estudiantes, profesores y trabajadores que actúan juntos han obligado al rector Antoni Giró a convocar elecciones anticipadas.

La PUDUP (Plataforma Unitária de Defensa de Universidad Pública) realizó un escrache delante de la casa del Conseller de Economía y Conocimiento (una de sus competencias son las universidades públicas) Andreu Mas-Colell el 24 de abril  y el rectorado UAB sigue ocupado. Los universitarios, profesores y miembros de administración asistieron a la manifestación del 28 de abril para protestar contra los presupuestos que se están negociando en el Parlament catalán y que pueden suponer recortes de arededor de € 3,4 mil millones de euros. La manifestación aglutinó a más de 80,000 personas gracias a la movilización de plataformas de servicios públicos, activistas del 15-M y asociaciones vecinales

Mientras se negocian los presupuestos la movilización en la calle crece, especialmente dentro del sector público. Todas las universidades con la participación de profesores, trabajadores y estudiantes, están respondiendo a los ataques contra una educación publica y de calidad para todos.

2. CENTROS CULTURALES AUTO-GESTIONADOS: ATENEU DE NOU BARRIS

El Ateneu de Nou Barris es un centro cultural popular que nació gracias a la determinación de los vecinos de Nou Barris a ​​tener un lugar en el que se realicen los proyectos culturales del barrio. Aunque el 60% de sus gastos son cubiertos con dinero público, el Ateneu se autogestiona por los vecinos de una manera horizontal, democrática a través de gestión ciudadana, mediante una asociación “El Bidó de Nou Barris“: están organizados en varias comisiones , como es típico en este tipo de gestión, y se basan en el trabajo voluntario.

Las actividades culturales, artísticas, sociales y educativas del Ateneu estan orientadas a mejorar la creatividad, la participación, la solidaridad y la cohesión social. Su objetivo es potenciar la creación de un punto de vista no-mercantilista y comprometido socialmente, apoyando la iniciativa  joven, cultura y cooperación. Como parte de la “Xarxa de Fábriques de creació de Barcelona” (Red de fabricas de creación de Barcelona) también ofrece espacio para trabajos artísticos como tetaro y salas de ensayo.

Siguiendo con la tradición de los talleres de circo alternativo en Barcelona, ​​el Ateneu colabora con “La Central del Circ” , un espacio de creación y formación de los profesionales del circo que incluye una escuela de circo que se centra en los niños con capacidades diferentes. Entre sus actividades hay talleres de iniciación “Circo Social” y una clase especial para los adolescentes.

Del 4 a 5 de mayo “La Cultura Va De Festa” (La cultura se  va de fiesta) acoge conciertos, circos, espectáculos artísticos, mercadillos, talleres. El evento es organizado por el Ateneu y la coordinadora cultural de Nou Barris.

La supervivencia de los centros culturales esta en riesgo debido a los recortes en los presupuestos culturales. El Govern esta dispuesto a hacer que triunfe la idea de monetarización de la cultura “Si no da dinero, no tiene valor”, sin embargo nuestras comunidades son mucho mas valiosas que su valor en euros.

3. MARATÓN DE ACCIONES Y ACTIVIDADES EN LAS PLAZAS Y LAS CALLES: 10M-15M

Este 15 de mayo se cumplieron dos años de las manifestación estatal que dió paso a acampadas masivas durante el mayo del 2011. Un grupo de ciudadanos de distintos colectivos se reunieron dos veces al mes desde el 23 de febrero en el Parc de la Ciutadella para coordinar las diferentes acciones Un grupo de personas, procedentes de diferentes colectivos, se reúnen cada dos semanas, desde el 23 de febrero, en el Parc de la Ciutadella para coordinar las diferentes acciones y actividades que tendrán lugar del 10 de mayo al 15.

Al final no se realizó una asamblea permanente del 10 al 12 sino que varios colectivos y asambleas de barrios pusieson sus stand sen plaza Catalunya para compartir información, logros y avances en estos dos años. El día 11 se realizaron varias charlas sobre los problemas en la sanidad pública, la necesidad de auditoría ciudadana de la deuda y las luchas ciudadanas en los barrios.

El día 12 tres columnas de ciudadanos organizadas por las asambleas de barrios de Barcelona y ciudades del área metropolitana bajaron a plaza Catalunya en la cuál se estaba realizando una obra de teatro “Las tres cerditas desahuciadas”. A las 18:00 la manifestación salió de la plaza y recorrió el centro de la ciudad por la Gran Via de les Corts Catalanes hasta llegar a Arc de Triomf. En la manifestación que reunió a miles de personas bajo el lema “Aturem el genocidi financer, juntes podem!” (Paremos el genocidio financiero, juntas podemos) se pudo ver a colectivos vinculados a 15-M como la PAH, Iaioflautas, Marea Groga y Estafa Banca.

Después del final de la manifestación el colectivo “Las barrikadas” ocupó un edificio de viviendas protegidas en desuso desde hace mas de dos años que sin embargo fue desalojado unos días después. El día 13 los iaioflautas bloquearon la oficina de ICS (Instituto Catalán de la Salud) para protestar contra la creciente privatización de la sanidad. El día del aniversario empezó con el desalojo por parte de Mossos d’Esquadra de Can Piella. Sin embargo las acciones siguieron su curso: se realizo un escrache delante del domicilio del Boi Ruiz, Conseller de Sanitat para protestar contra los recortes, el despido del personal y la privatización de los servicios. A la misma hora, activistas de 15-M y asociación anti-desahucios 500×20 ocupaban la Torre Baró, desocupada desde su construcción con el objetivo de donar las viviendas a los desahuciados lo que conseguió negociando con el Ayuntamiento.

The UK is hosting the G8 conference in Fermanagh on 17-18th June in the
North of Ireland. The Stop G8 network has come together to oppose it and
to take action against capitalism.

The G8 is a meeting of the leaders of the eight ‘most powerful’ nations,
held annually. It will be used to discuss strengthening international
capitalism and as a photo opportunity to give the impression of benevolent
leadership. Any real solutions to the problems we face can’t involve
institutions as undemocratic as the G8. The real problem is capitalism; in
order to fight austerity, exploitation and the destruction of the planet
we have to challenge the G8 leaders instead of lobbying them.

Stop G8 has already made an international callout for participation in a
week of action from the 10th-14th June in London, leaving space for people
to go to Ireland. We are also planning a programme of cultural events to
coincide with the week of action and convergence space in London from the
8th-15th June.

We are holding a Carnival against Capitalism (#J11) in the West End of
London on 11 June, under the slogan “One Common Struggle”. There are also
mass actions planned on the 12th, 13th and 14th of June, see

From the crisis’ edges to the power’s core

The May 15th 2011, millions of people started a process of social change, giving a clear and unmistakable signal that we are not merchandise in the hands of politicians and bankers, we have been publicly and massively expressing that the representative democracy is dying. The political class have not understood the message. Despite the growing protests and the outcry of upset people, these ruling classes are using this crisis to plunder the common wealth, risking the lives of people.

Capitalism has decided to cancel democracy and now the bankers rule us. Clearly, this 1% of the population is the legalized crime in power. The current political system leads us to disaster and we have to be the 99% who take the helm of our destiny. We demand a constituent power to recover the sovereignty that belongs to us. Therefore, on May 12th and 15th, after a 2 years protesting, we return to the streets with legitimate demands and we will continue building the alternatives.

Face to repression and blockades imposed on us from the institutions we will require a list of minimum points, since it is endangering the integrity of population with inhumane measures.

In order to guarantee the right to the existence of  the 99%, we demand:

1. Not a single euro to rescue the banks. Citizen Audit of debt. We will not pay illegitimate debt created by those who caused the crisis.

2. Public, free and a quality Education and Health Care System. No cuts in welfare, not to the privatization of public services. Not repayment.

3. Fair distribution of job and wealth. Not to the precariousness. No retirement at 67. Removal of the Labor Reform. Assessment of reproductive work, domestic and care.

4. Guaranteed right on access to adequate housing. Retroactive dation in payment. Social rental housing. Promotion of housing cooperatives.

5. Tax reform that allows fairly redistribute the wealth that we produce among all.  Basic Income for everyone.

6. Protection of the rights of assembly, demonstration, strikes, association and all civil liberties including the right to your own body.

Therefore, on May 12th and 15th we have been organized demonstrations everywhere and a consumer strike.

This is the (almost) weekly newsletter that will inform you about the activities of 15M movement in Barcelona, Catalonia and occasionally the main events in Spain. If you do not wish to receive it anymore, please say so.

1. UNIVERSITIES’ DISOBEDIENCE GOES ON FOR THE FUTURE OF PUBLIC UNIVERSITY (#WeDisobey17A/#Desobeïm17A)

On April 17th several direct actions took place in different university campuses as a call for disobience. While there were protests on the campus of the UPC ( Politechnich university of Catalonia ), the hall of the historical building on University Square at the UB (University of Barcelona) was taken by students to block a meeting of the Government Council of the University, which was going to approve cuts on human resources and on a number of faculties, departments and even students. During the afternoon of the 17th, the UPF ( Pompeu Fabra University ) held a protest to block a meeting and a conference of the Rector and the Ex-Minister Miguel Ángel Moratinos. It was heavily supressed by the police. At the UAB ( Autonomous University of Barcelona ) campus of Bellaterra, a half-an-hour train ride from Barcelona, the rectorate was indefinitely occupied by students. Two days later a few teachers and workers joined the sit-in.

All of the protests happened for the same reason:

Universities have been struggling for a long time with precarious work and the mercantilization of knowledge (See NL #41,1 ). More than 350 workers (teachers, administration and services) are going to be fired in the UPC alone. There is hope though: The pressure of students, teachers and workers acting together lead to the resignal of the Rector on April 25th.

The PUDUP (United Platform for the Defense of Public University) went to the home of the conciliour of Economy and Knowledge (on which Universities depend) Andreu Mas-Colell on April 24th to perform an Escrache (see NL#42,2 ), and the UAB rectorate is still occupied. Universities attended, as well, the demonstration on April 28th to protest against the budgets which are going to be approved at the Catalan Parliament, which could represent cuts around 3.4 billion euros. The demonstration united 80,000 people from several platforms of public services, 15M activists and neighbourhood associations.

The budgets are being discussed these days in the Catalan Parliament, while on the streets the movilization grows, specially among the public sector. All campuses together, with the involvement of professors, workers and students, are answering to that threat.

2. CITIZEN-MANAGED CULTURAL CENTER: ATENEU DE NOU BARRIS

The Ateneu de Nou Barris is a popular cultural center born from the determination of neigbours in Nou Barris, Barcelona, to have a home for cultural projects in the neighbourhood. Although 60% of its expenses is covered with public money, the Ateneu is self-managed by the neighbours in a horizontal, democratic way through what they call citizen management, with an association called El Bidó de Nou Barris: they are organized in several commissions, as is typical in this kind of management, and they are based on volunteer work.

The Ateneu’s cultural, artistic, social and educational activities are carried out to improve creativity, participation, solidarity and social cohesion among people. Its aim is to potentiate the creation of a non-mercantilistic and socially committed perspective, supporting  young creation and the emerging of cultures and cooperation. As it is within the Xarxa de Fàbriques de Creació de Barcelona (Barcelona Art Factories Network), it offers artistic spaces such as a theater and rehearsal rooms.

Following the tradition of alternative circus workshops in Barcelona, the Ateneu collaborates with La Central del Circ (The Circus Central), a space of creation and training for Circus professionals. There is even a circus school focusing on the differently-abled and children. Among their activities there are initiation workshops for the Social Circus and a special class for teenagers.

On May 4th-5th,  “La Cultura Va de Festa” (Culture goes partying) hosts days of concerts, circuses, artistic performances, flee markets, and workshops. The event is organized by the Ateneu and the Nou Barris cultural coordinator.

The survival of centers like this is at risk these days due to cutbacks in social programs and culture budgets. Culture is under attack by being subjected to the condition of giving profit, the horrendous idea that if something does not make money then it it is not valuable. Our communties are of more value than euros.

3. ACTIONS AND ACTIVITIES MARATHON ON THE SQUARE AND THE STREETS:  10M-15M

May 15th marks two years from the demonstration which triggered the acampadas. A group of people, coming from different collectives, are meeting every two weeks, since February 23rd, in Parc de la Ciutadella to coordinate the different actions and activities that will take place from May 10th to 15th.

Right now the agreements they have reached are:

• There is going to be a permanent assembly on Catalunya square from May 10th to May 12th. Several collectives and neighbourhood associations are going to have a stand there to share information.
• Conferences on the problems Public Health cuts are bringing, on the huge scam the Debt is, on banksters… are going to take place on the 11th and 12th and universities are going to organise lectures on the street on the 14th.
• On May 11th a big assembly will take place at the end of the day
• On May 12th there is a call for a demonstration in most big cities in Spain. In Barcelona, it is going to start at 18h in Plaça Catalunya. Neighbourhood assemblies will march in big columns from their main squares. It will start with a theatre performance and several actions are expected during the demonstration and at the end of it. The slogan will be: “Let’s stop financial genocide, together we can!” (Aturem el genocidi financer, juntes podem).
• The following three days, decentralized actions by the different collectives and neighbourhood assemblies are going to happen all over the city.

Finally, as through 2 years of actions make activists feel like a family, the 3 main spaces in the Square will be named after 3 dear fellow activists who died this last year. This will make them be once again with us all, fighting for a better society.

1. HANGAR: PROYECTOS ARTÍSTICOS MULTIDISCIPLINARES PERMITEN FLUIR A LA CULTURA

La falta de espacios dedicados a la innovación y el desarrollo de proyectos artísticos en Barcelona llevaron a AAVC-Associació d’Artistes Visuales de Catalunya (Asociación de Artistas Visuales de Catalunya) a crear Hangar.

Hangar empezó alquilando una antigua fábrica textil en Poblenou (un barrio barcelonés) pero con el tiempo las instalaciones se ampliaron con tres edificios industriales vacíos que le asignó el Ayuntamiento. Con una superficie de 2.600 m2 ofrece espacios de coworking, talleres, oficinas, salas de usos múltiples, sistemas de grabación, camerinos, salas de producción y un laboratorio de software multimedia y libre que se combinan con una residencia de cuatro habitaciones. Todo ello para facilitar a los artistas el acceso a los recursos materiales y proporcionar un entorno experimental donde el conocimiento fluya libremente.

Hangar no solo ofrece la posibilidad de alquilar equipos y estudio, sino que proporciona asistencia técnica y asesoramiento en producción de proyectos artísticos y además desarrolla proyectos de investigación y actividades educativas. Participa a nivel internacional en otros proyectos innovadores y otorga becas de intercambio para facilitar la participación de los artistas patrios en proyectos internacionales. El Hangar esta abierto para los artistas e investigadores no-asociados cada jueves durante el cuál se comparten las experiencias en proyectos de electrónica y se recibe feedback de los ingenieros presentes.

Multidisciplinario, software libre, investigación, desarrollo, informática y robótica son los términos clave del proyecto. Para estar a la última en todas estas áreas Hangar colabora con grupos de desarrollo , universidades y centros de investigación como el Parque de Investigación Biomédica de Barcelona, PRBB  junto con otras organizaciones y programas que comparten sus objetivos, metodología y contenidos. En Hangar puedes encontrar todo lo que necesitas para el intercambio de cultura, ciencia y el conocimiento.

2. ¡LOS PEQUEÑOS TAMBIÉN TIENEN DERECHOS!

La Plataforma 03 se forma tras la unión de colectivos ciudadanos que tienen como objetivo defender el modelo de educación pública para los niños de 0 a 3 años y sus servicios suplementarios de los últimos recortes.

El Govern decidió incrementar la parte sufragada por los padres y reducir el numero de cuidadores con lo que incrementa el numero de niños por educador con el consiguiente deterioro en el refuerzo educativo. A parte de ello, se tiene intención de privatizar tres jardines de infancia y parar la construcción de nuevos.

El 17 de abril unas 300 personas de la plataforma se manifestaron en la plaza Sant Jaume (en la cuál se encuentra la Generalitat y el Ayuntamiento de Barcelona) y entregaron al Ayuntamiento una Iniciativa Ciudadana que pretende defender los jardines de infancia públicos, cancelar la última “reforma” y demanda mas inversión en estas instituciones educativas. 25.916 ciudadanos firmaron esta iniciativa, mas del doble del necesario para su presentación.

Al igual que personas de tercera edad, discapacitados e inmigrantes podemos considerar a los niños como un “colectivo vulnerable” ya que no pueden defenderse a sí mismos ni sus derechos con facilidad lo que no debe ser una razón para aprovecharse de ellos, cosa que el Govern parece hacer con sus políticas de recortes y reformas. ¡Es la hora de que los ciudadanos vulnerables se levanten y clamen por sus derechos!

3. NO EN NUESTRO NOMBRE

Después de años de actividad, cerca de 1.5 millones de firmas recogidas y gran cantidad de trabajo realizado con famílias, abogados y economistas la ILP (Iniciativa Legislativa Popular) por derecho a la vivienda propuesta por la PAH (Plataforma de Afectados por la Hipoteca) tiene que ser votada por la Camara Baja del Parlamento español.

El Partido Popular, conservador y completamente opuesto a los movimientos sociales, tiene la mayoría absoluta en el Parlamento. Los portavoces del partido han intentado desacreditar a la PAH declarando que usan “tácticas terroristas” en referencia a la estrategia de escraches, que según los conservadores es “nazismo puro“. Sus declaraciones no tuvieron mucho efecto, sin embargo la asociación “Amical de Mathausen y otros campos” de los supervivientes de los campos de concentración nazis, envío una carta a la secretaria general del partido en la cuál se sorprende por su ignorancia y pide su dimisión.

Teniendo todo esto en cuenta era fácil prever lo que pasaría: el parlamento no aprobaría la Iniciativa. Pero el final puede ser peor aún: el gobierno sacará adelante su propia propuesta de ley que solo protegerá los intereses de las instituciones financieras. Aprobarán el texto y lo promocionarán como si fuese una victoria ciudadana.

Por ello la PAH decidió retirar la iniciativa el mismo día en la que fue aprobada por la correspondiente comisión parlamentaria. Con el eslogan “¡No en nuestro nombre!” la PAH organizó una serie de protestas que pretendían mostrar lo que realmente ha hecho el gobierno con la ILP. Cientos de personas secundaron las acciones en todo el Estado. La manifestación principal, organizada delante del Congreso se saldó con identificaciones y multas.

Pero una vez más, la PAH no renuncia a sus objetivos. Los desahuciados merecen una vivienda digna, es un derecho humano básico reconocido en la Constitución Española. Debe ser respetado. Si no se consigue con la ley en la mano, se conseguirá con nuevas ocupaciones de viviendas vacías.

1. HANGAR: MULTIDISCIPLINARY ARTS PROJECTS TO LET CULTURE FLOW

The lack of spaces to research and develop art projects in Barcelona lead the AAVC- Associació d’Artistes Visuals de Catalunya (Catalan Visual Artists Association) to create Hangar .

Hangar started off by renting an old textile factory in Poblenou (a neighbourhood in Barcelona) and it has expanded to the three empty industrial buildings  which the City Hall assigned to the project. Now, with a total surface of 2,600 m2, Hangar offers spaces  for coworking, workshops, offices, multi-use rooms, recording sets, dressing rooms, production rooms and a complete lab for multimedia and free software are combined with a residence with four rooms. All this is to facilitate the artist’s access to material and technical resources and to provide an experimental environment where the knowledge flows freely.

Hangar offers equipment and studio rental, technical assistence and councelling in production for art projects, but it also developes research projects, has its own activities and  an educational programme. It participates internationally in other research projects, and gives exchange grants to artists so they can become residents in other projects, mostly abroad. And for those who are not part of the project, every Thursday Hangar is open for non-resident artists and art researchers to share projects involving electronics or receive feedback from engineers.

Multidisciplinarity, free software, reseach, developement, computing and robotics are  some key words for this project. To keep up with the leatest ideas in all these areas, Hangar stablishes colaborations with experimental collectives, universities, research centers such as Barcelona’s Biomedical Research Park, PRBB  and other  organisations and programmes which share its objectives, methodology and contents. All you can need for a free exchange of culture, science and knowledge.

2. TODDLERS ALSO HAVE RIGHTS!

The Plataforma 03 (Platform 03) is the union of  several citizen collectives  that joined to defend the public education model for 0 to 3-year-olds and its supplementary services for  infants in Barcelona, against the latest decisions of the Government.

Indeed the Catalonian government decided to increase the cost for parents, to reduce the number of carers, increasing consecuently the amount of children per educator, with the result of a decay in educational support. Also they intend to privatize 3 Bressol Schools (Bressol means cot in Catalan) and stop building new ones.

On April 17th, around 300 people from the platform met at St. Jaume Sq. (where the governamental buildings of the region and the city hall are) to pacifically protest and to deliver the Town Hall a Popular Initiative proposal  to defend public Bressol Schools, calling off the last “reform” and asking for more economical support. The Initiative was signed by 25,916 people, more than double the indispensable signatures to present a Citizen Initiative.

Infants, like the elderly, disabled and inmigrants, can be considered as a “weak category” that cannot properly defend itself and its rights. This is not a good reason to take advantage on them, like governments seem to do all around with their last policies, budget cuts and reforms. It is time for the would-be-weaker citizens to fight back and claim their rights!

3. NOT ON OUR BEHALF

After many years of activity, almost 1.5 million signatures collected and a lot of work with families, lawyers, and economists, the ILP (Popular Legislative Initiative ,  see NL#12, 2  ) for housing rights proposed by PAH (Platform of those affected by the mortgage, see NL#19, 4 ) had to be voted in the Spanish parliament.

The parliament is taken in its majority by one single party, the PP (Popular Party), which is right winged and completelly against social movements. The spokespeople of the party already tried to say that the PAH was using “terrorist tactics” and even said that their strategy, the escrache (see NL#42, 2 ), it was “pure nazism” . Nobody took too much notice, except for the Amical Mauthausen association of survivors from the Nazi concentration camps, who sent a letter to the general secretary of the PP calling her ignorant and asking for her resignation.

In front of this, the prediction was clear: the parliament was not going to approve the Initiative. But at the end it was even worse: the government made its own law proposal, that actually doesn’t protect any more rights than the financial institution’s interests. They were going to approve that text instead, promoting it as a people’s victory.

So the PAH decided to withdraw the Initiative that same day, an action with the slogan No en nuestro nombre! (Not on our behalf) to make people understand what the government was really doing. They also called for a concentration in front of the parliament in Madrid, and many other cities joined with demonstrations in the whole country. The repression was intense in the capital, many fines and lots of identifications.

But, once again, the PAH will note give up. Evicted people deserve a decent housing, it is a basic and simple human right which even the Spanish constitution recognizes. It has to be respected. If not with new laws it will have to be with new home liberations.
